"java-headless" is a valid Provides, see: https://koji.fedoraproject.org/koji/rpminfo?rpmID=48289441 for an example of it in the java-25-openjdk-25.0.4.0.7-1.1.fc45 package. If the argument is that the "java-headless" Provide is missing from java-latest-openjdk-headless, that would seem to be a bug in that package, not in things that depend on a version (literally any version) of java-headless.
