Using Fedora-45-20260817.n.0 image the installation claims to finish the tasks with the exclamation mark to continue/start the installation, where the screen has only two items with the exclamation mark icon: /!\ Root Account Root account is disabled /!\ User Creation No user will be created Even I entered both parts and confirmed my settings (I did not change anything, I only reviewed the option and left them as they were) with the Done button the wizard still does not let me begin the installation. After I added a user (with wheel) both items have removed the exclamation mark icon suddenly and I've been able to begin the installation. Reproducible: Always
I assume this report is for GTK UI - not WebUI?
No idea what that Fedora 45 image uses (see the beginning of the description). It's a net install, if it helps.
But, maybe it's what you want, maybe it is an expected behaviour, as I've been told the user should either create a root or ad admin user. It only was not clear _to me_ from what the installation wizard presented. Thus feel free to close as NotABug.
This is intended behavior for network install images. Workstation (and KDE) live install images have these requirements disabled because they can be certain their initial setup tools will run on first boot. To test gnome-initial-setup, install from the Workstation live. Or satisfy the requirement by setting a root password, rather than creating an admin user; gnome-initial-setup will still run if no user account exists, even if a root password is set.
