Every time there are pending updates, when I restart gnome-shell, a screen appears indicating that pending updates need to be installed. Have you tried executing "dnf history clean" to remove the obsolete pending update?
There was a change <https://github.com/rpm-software-management/dnf5/pull/2736> in 5.4.3.0 which was supposed to fix this issue. It conveys the new is_pending() boolean with "get_status" D-Bus interface. Maybe Gnome Software does not respect it and detects pending updates by another way?

Add "--help" for more information about the arguments. I've tried : LANG=C dnf offline clean but when an offline pending updates is present, occurs again the same behavior. Okay, thanks, the gnome-software 50.3 definitely has the latest version of the dnf5 plugin. Your system, does it have the `/system-update` directory (symlink)? That's one of the indications a pending update is scheduled to be installed the next reboot. When I prepare an update in the gnome-software (also the 50.1-1.fc44 version), there appears /usr/lib/sysimage/libdnf5/offline/offline-transaction-state.toml , which holds the state. There is no `/system-update` at this stage, because the update is not scheduled, it's only prepared. (Scheduled means it'll be applied the next boot, while prepared means the packages are downloaded, waiting to be scheduled.) Thanks for the update. As the .toml files says `status = "ready"`, the gnome-software takes it as such and passes it to the gnome-shell, which asks to install it. Wen you open gnome-software, go to the Updates tab and at the left-top corner click the "Refresh" button, and then "Download" button to get the new updates, will it cure the system, please? That's basically what the dnf5daemon-server asks for when applying the offline updates.

It used to ask PackageKit, but it asks gnome-software now (a more generic approach, gnome-shell is not meant to know how the updates the machine applies - for example with Silverblue the method is rpm-ostree, not PackageKit). Thus gnome-shell asks the gnome-software: "are there pending updated, which can/should be installed?" then gnome-software responds "yes/no", which then gnome-shell uses to decide whether the check/question should be there to install pending updates and if yes it tells the gnome-software that the installation was (not) confirmed and what the action after applying the update should be (reboot or power off), and gnome-software just flips the switch through the dnf5. None of this does any heavy work like checking what changed in the system and what new updates can be applied, it's supposed to be quick. From my point of view, when dnf5 fails to apply the update, it should write to the toml file the reason (the apps cannot sniff in the journal), and it should change the `status` from `"ready"` to `"failed"`, thus it's clear that whatever the offline update has saved is not applicable.

Yes, the system is ready and running without problem, these are the steps: execute gnome-software: restart and update then window with pending updates message like gnome-shell click on it then reboot same behaviour loop execute again -> gnome-software -> get different message donwload update click on download then restart doesn't ask for pending updates windows like behaviour of gnome-shell boot update offline running reboot o.k click on turn off no pending updates in gnome-shell -> no message system o.k. sorry I don't use gnome-software at all....
