Please branch and build uperf in epel10.

I'd be happy to comaintain - FAS: salimma - thanks!

We just need it for epel10 (targeting CentOS Stream) but it's probably nice to build it for epel10.3 as well for users on RHEL 10 and its rebuilds

EL 10 also does not have the OpenSSL engine, so I put up a PR extending the application of the patch removing that support to EL >= 10 as well
