There's something weird about the Server DVD images after Fedora-Rawhide-20260910.n.0. Packages are missing from them, but I can't see why. Looking at the Fedora-Rawhide-20260911.n.1 compose, here's the Server DVD build log - https://kojipkgs.fedoraproject.org//work/tasks/8917/150138917/root.log . It has blocks like this logging what packages were, supposedly, included in the image: DEBUG util.py:537: -map /mnt/koji/compose/rawhide/Fedora-Rawhide-20260911.n.1/compose/Server/x86_64/os/Packages/l/langpacks-af-4.3-3.fc45.noarch.rpm Packages/l/langpacks-af-4.3-3.fc45.noarch.rpm DEBUG util.py:537: ============================================================== DEBUG util.py:537: xorriso : UPDATE : 1 files added in 1 seconds DEBUG util.py:537: Added to ISO image: file '/Packages/l/langpacks-af-4.3-3.fc45.noarch.rpm'='/mnt/koji/compose/rawhide/Fedora-Rawhide-20260911.n.1/compose/Server/x86_64/os/Packages/l/langpacks-af-4.3-3.fc45.noarch.rpm' DEBUG util.py:537: ============================ DEBUG util.py:537: enter option and arguments : DEBUG util.py:537: -chmod 0444 Packages/l/langpacks-af-4.3-3.fc45.noarch.rpm DEBUG util.py:537: ============================================================== if you parse the file a bit, you can get a list of packages that *should* be in the image. It's 2533 packages long. If you then boot the image and do `find -name *.rpm` in /run/install/repo , you get a list of packages in the image, and you can compare it against the list of packages that *should* be there. There are only 2492 packages on the image - 41 are missing. During install an error "Failed to download the following packages: Failed to download packages" is shown (yes, that's exactly what it says). If we look at packaging.log , we see: WARNING:anaconda.modules.payloads.payload.dnf.download_progress:Failed to download 'langpacks-en-0:4.3-3.fc45.noarch': No more mirrors to try - All mirrors were already tried without success INFO:anaconda.core.threads:Thread Failed: AnaTaskThread-DownloadPackagesTask-1 (140433596794560) ERROR:anaconda.modules.common.task.task:Thread AnaTaskThread-DownloadPackagesTask-1 has failed: Traceback (most recent call last): File "/usr/lib64/python3.15/site-packages/pyanaconda/core/threads.py", line 281, in run threading.Thread.run(self) ~~~~~~~~~~~~~~~~~~~~^^^^^^ File "/usr/lib64/python3.15/threading.py", line 1160, in run self._target(*self._args, **self._kwargs) ~~~~~~~~~~~~^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ File "/usr/lib64/python3.15/site-packages/pyanaconda/modules/common/task/task.py", line 97, in _thread_run_callback self._task_run_callback() ~~~~~~~~~~~~~~~~~~~~~~~^^ File "/usr/lib64/python3.15/site-packages/pyanaconda/modules/common/task/task.py", line 110, in _task_run_callback self._set_result(self.run()) ~~~~~~~~^^ File "/usr/lib64/python3.15/site-packages/pyanaconda/modules/payloads/payload/dnf/installation.py", line 257, in run self._dnf_manager.download_packages(self.report_progress) ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~^^^^^^^^^^^^^^^^^^^^^^ File "/usr/lib64/python3.15/site-packages/pyanaconda/modules/payloads/payload/dnf/dnf_manager.py", line 748, in download_packages raise PayloadInstallationError(msg) from None pyanaconda.modules.common.errors.installation.PayloadInstallationError: Failed to download the following packages: Failed to download packages It's not really "downloading" packages in this case, just reading them from the mounted repo. I cannot figure out, yet, why the packages wind up missing. Either xorriso is somehow not actually writing them despite logging that it did, or they somehow get stripped out later, or...what? It's rather mysterious. I can't immediately see what changed between 20260910.n.0 and 20260911.n.0 that would have caused this.
Proposing as an F46 Beta blocker per Basic criterion "When using a dedicated installer image that contains packages, the installer must be able to use the install medium as a package source."
Lukas reported this separately, but he got further in figuring out what the heck's going on, so closing this report as a dupe of his. *** This bug has been marked as a duplicate of bug 2535353 ***
