Since the initial-setup 0.3.105 update that landed right after Beta, initial-setup no longer appears on the serial console. If you get https://kojipkgs.fedoraproject.org/compose/branched/Fedora-45-20260912.n.0/compose/Server/x86_64/images/Fedora-Server-Guest-Generic-45-20260912.n.0.x86_64.qcow2 , attach it to a VM, boot it, and watch the serial console, you never see initial-setup appear. It does appear on the *video* console, if your VM has one, but not the serial console. If you do the same with https://kojipkgs.fedoraproject.org/compose/branched/Fedora-45-20260911.n.0/compose/Server/x86_64/images/Fedora-Server-Guest-Generic-45-20260911.n.0.x86_64.qcow2 , you *do* get initial-setup on the serial console. initial-setup went from 0.3.103 to 0.3.105 in 0912.n.0, so I'm pretty sure that's the cause.
Huh. This is weird, because all the changes in 105 vs. 102 (103 didn't really exist upstream it's just one commit ahead of 102 I guess) seem to be to the GUI script, which shouldn't be involved here. But...it seems reproducible. mm.
Oh hmm. This might be an intermittent issue? Sometimes it works, sometimes it doesn't?
I have seen this reproduced without fail on the serial console since the 20260817 nightly build. I suspect this is what I was experiencing that was possibly wrongly attributed to kmscon
I just booted 20260918.n.0 and it worked :( But I *definitely* saw it not work one time with 0912.n.0. grump. Can't figure it out.
Well now I can't get it to fail on any image no matter what I do. Weird.
We kind of got to the bottom of this, and this PR was created: https://github.com/rhinstaller/initial-setup/pull/167 We're waiting for this to get merged back in and pulled into a build. Having a functional initial-setup on the serial console is important for Fedora Server, since the images might often be installed on systems without a graphical console. Can we request a Final Release Blocker until this is resolved? Or at least a Freeze exception? Kind of in line with Final Blocker requirements: 'First boot experience -If an initial setup utility is run or intended to be run after the first boot of the installed system, then it must start successfully and each page or panel of the initial setup utility should withstand a basic functionality test.' For more detail, basically, initial-setup *is* displayed on the serial console, but quickly disappears behind system log output. The PR above, would stop system log output on the serial console while initial-setup is running, and resumes the system log once initial-setup is complete.
Proposed as a Blocker for 45-final by Fedora user goroboro using the blocker tracking app because: Failure of 'First boot experience' - a fix is available in a PR and needs to be merged, but we have tested the fix and it resolves the problem. We need the merge to take place and our build to pick up the updated packages.
AGREED AcceptedFinalBlocker Discussed at the 2026-10-12 (blocker / freeze exception) review meeting: This is accepted as a violation of "If an initial setup utility is run or intended to be run after the first boot of the installed system, then it must start successfully and each page or panel of the initial setup utility should withstand a basic functionality test" in the case of a serial console-only install. https://meetbot-raw.fedoraproject.org//blocker-review_matrix_fedoraproject-org/2026-10-12/f45-blocker-review.2026-10-12-16.00.log.txt
Martin, this bug is basically for https://github.com/rhinstaller/initial-setup/pull/167 - we agreed to do that, but it has not made it in yet. Could you please merge and release and build the release, or backport it? Thanks!

FEDORA-2026-bb510baf4b has been pushed to the Fedora 45 testing repository. Soon you'll be able to install the update with the following command: `sudo dnf upgrade --enablerepo=updates-testing --refresh --advisory=FEDORA-2026-bb510baf4b` You can provide feedback for this update here: https://bodhi.fedoraproject.org/updates/FEDORA-2026-bb510baf4b See also https://fedoraproject.org/wiki/QA:Updates_Testing for more information on how to test updates.
Tested the update on the latest qcow image for Fedora Server and it works as expected. I provided feedback on bodhi. Looking forward to this making its way to stable so that we can see it in a newer qcow image.
The fix should be included in Final RC1, when it gets built (I requested it last night).
