soxr includes pffft which is available under a BSD style license:
https://bitbucket.org/jpommier/pffft/src/master/pffft.c
https://sourceforge.net/p/soxr/code/ci/master/tree/CMakeLists.txt
https://www.ncl.ucar.edu/Download/NCL_source_license.shtml
though it is unclear if this license needs a review or is similar enough to existing allowed license.

I've updated rawhide appropriately. NCL is an approved license per https://docs.fedoraproject.org/en-US/legal/allowed-licenses/ so no review should be needed.
