Description of problem:
If we use Windows IE 7.0 to upload the test result RPM to HCL, the hwcert
catalog will not analyze the RPM and just attach it as a attachment.

After the new HCL version was online, we found lots of vendors (like HP, IBM and
Intel etc. ) attached their test result RPMs as attachments. At first I thought
they couldn't find out the location to upload the RPMs as we had moved the
uploading dialog to the bottom of the HCL page. So I submitted the specific
steps to them. But vendors told me that they had followed the steps but there
was no use. 

At last we found that vendors used the windows IE to upload the RPMs and the
hwcert catalog would not analyze the RPM and just attach it as a attachment (I
had a test). 

Please fix this bug ASAP.

The bug has been fixed at the 9/22 2007 catalog push, so close it
