Kill switch has no effect visible on nm-applet

Expected results:
Kill switch should have an effect visible on nm-applet

Additional info:
Attached patch, patches the NetworkManager-0.6.5-no-killswitch-fix.patch patch
and corrects the UINT32 to INT32 type

should be fixed in F8/rawhide already;
