Description of problem:
When installing the latest Fedora release notes from the development tree,
a cpio error message is issued.

Version-Release number of selected component (if applicable):
fedora-release-notes-7.92-1

How reproducible:
Always.

Steps to Reproduce:
1. Install fedora-release-notes-7.92-1.noarch.rpm by means of rpm.
  
Actual results:
Package gets installed but rpm reports an error occurred during
unpacking:

Preparing...                ########################################### [100%]
   1:fedora-release-notes   ########################################### [ 33%]
error: unpacking of archive failed on file
/usr/share/doc/HTML/release-notes/de/css: cpio: rename failed - Is a directory

Expected results:
Package gets installed without complaint.
