Description of problem:
Monitoring does not work when Proxy act as Scout

How reproducible:
always

Steps to Reproduce:
1. Install monitoring on satellite
2. Install proxy with monitoring
3. Register system through proxy
4. Create new probe and set proxy as scout.
5. Push scout config
  
Actual results:
Push scout config expire

Expected results:
Push scout succeded

Argh!!! The machines (sat and proxy) had time out of sync. After running ntpdate
on both. It works without problem.
