Description of problem:
The wording applied across the utility when creating a new user or group differs.

Version-Release number of selected component (if applicable):
1.2.72

How reproducible:
Every time

Steps to Reproduce:
1. Open system-config-users
2. Note the wording on the "Add User" button.
3. Hover over the button, wait until the tool tip displays.  Again, note the
wording "New User"
4. Click the button.
5. Note the working on the dialog that appears "Create New User"
  
Actual results:
The wording differs.

Expected results:
The utility would benefit from the application of the same phraseology i.e.
stick with "Add User" as per the button on the toolbar.

Additional info:

The same applies to the group add button, tool tip and dialog.

This message is a reminder that Fedora 8 is nearing its end of life.
Approximately 30 (thirty) days from now Fedora will stop maintaining
and issuing updates for Fedora 8.  It is Fedora's policy to close all
bug reports from releases that are no longer maintained.  At that time
this bug will be closed as WONTFIX if it remains open with a Fedora 
'version' of '8'.

Package Maintainer: If you wish for this bug to remain open because you
plan to fix it in a currently maintained version, simply change the 'version' 
to a later Fedora version prior to Fedora 8's end of life.

would still like to see this bug fixed and are able to reproduce it 
against a later version of Fedora please change the 'version' of this

This bug appears to have been reported against 'rawhide' during the Fedora 11 development cycle.
Changing version to '11'.

This bug appears to have been reported against 'rawhide' during the Fedora 13 development cycle.
Changing version to '13'.

One has just checked Fedora 15 and the wording is now consistent.
