Launched packagekit tools in panel tray are always below other windows.

I can't reproduce. What kind of windows are on top and what tool are you trying
to launch?

1. Launching in tray applet (notification area applet),
2 .See active window title bar on launched g-pk programs.
- Click pk-prefs(launched on notifciation area) - no change titlebar
- alt + tab(switch applications) -> See switcher. 
- Click pk-prefs in window list.

I can't reproduce - i see the application in the metacity alt-tab switcher. If
you use metacity does that fix things for you?

You're right! This problem happens only in compiz.
