Description of problem:
  installing rawhide of 2007-12-20, I had /usr on an LVM lv.  I selected to
reduce the size of the lv, and selected to format the "partition".  Anaconda
spent way too much time resizing the lv prior to formatting the newly resized
filesystem.

Version-Release number of selected component (if applicable):
  anaconda 11.4.0.11

How reproducible:
  unknown

Steps to Reproduce:
1. install rawhide
2. resize an existing logical volume
3. also select to format the filesystem
  
Actual results:
  The horizontal "bouncer" ate large portions of the CPU time, while anaconda
was fscking the filesystem prior to resizing.  And all this wasted effort was
done for a filesystem that was immediately reformatted.


Expected results:
   I'd check the format flag prior to doing the resize and skip the fsck if the
result is going to be reformatted.
