Description of problem:
In some languages the gender of Chapters, Sections, Figures and other link
targets is different. This directly affects the way text referring to link
targets is translated, with female, male and neuter links all having different
grammar.

This requires Translators to track down what kind of object the link refers to,
in large books this can become quite onerous.

ID's should have a string prepended to it which identifies the type of object
being linked to.

How reproducible:
Always.

Steps to Reproduce:
1. create_book --name=foo
2. cd foo
3. make clean_ids
4. vi en-US/Chapter.xml


Actual results:
<bookinfo id="foo-Product_Name_and_Version">

Expected results:
<bookinfo id="bkinf-foo-Product_Name_and_Version">

Additional info:
xmlClean needs to be modified to add the pretext to the id when cleanids is run.

Prepended first 4 characters of tag to IDs to aid Translation.
