AMD code snippet for systems with constant TSC was in the wrong place.  This is
a bug fix.  patch attached for R5.2

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.

Testing results on 4 socket 16 core Barcelona Warthog system.

Without the patch, the code path takes you through software synchronization
and there is skew.   The test was run PIT for Wall and TSC for GTOD.

time.c: Using 1.193182 MHz WALL PIT GTOD PIT/TSC timer.
Using local APIC timer interrupts.
