Description of problem:
It appears that Postfix's Maildrop cannot access the maildrop dir and, hence,
cannot deliver the messages located in the maildrop dir.

Any idea how this got mislabeled?  Did you remove the directory and recreate it?
 I am closing this as notabug for now.  Reopen if it happens again.
