Description of problem:

When NetworkManager is doing its animations (for wireless searching, VPN
connection, etc.) whenever it succeeds, it pauses for 0.5-1 seconds before
popping up the libnotify dialog. 

It was pretty instantaneous in 0.6.x.

This should be somewhat better with current rawhide.  Not entirely fixed, but a
lot better.
