Description of problem:

Changing locale settings on the locale preferences page seems to have no effect.
   No matter what locale I select, everything remains in English, including text
I personally localized to other languages.

How reproducible:


Steps to Reproduce:
1. login to rhn
2. browse to /rhn/account/LocalePreferences.do
3. change the language to any other language.
4. Save the changes
5. logout
6. login again
Actual results:

For steps 4, 5, and 6 the language remains in English.

Expected results:

After step 4, the language should change to match the respective locale.

ContextFilter already sets the user's timezone.  Add setting the locale based on
preferences in the same codepath.
