I can't seem to find the epkowa sane driver in Fedora. This is part of the iscan package which apparently has some non-free bits, but this part is under GPLv2.
I had the impression that the epson and epson2 drivers contained this code. Have you tried out these?
There is a list of supported models in the epkowa/iscan README file. Where is the list of supported scanners for the epson2 driver?

The model I have not listed on that page. The model is 0x04b8/0x0837. I found it listed here: <http://www.sane-project.org/cgi-bin/driver.pl?manu=Epson+&model=&bus=any>. But you can see it's listed under epkowa, not epson2, and there are a lot of models listed under epkowa.
If you see that this is necessary I can provide the patch that I am using to add this drive to sane-backends.

this error still making life harder;) there is no chance to make/build free driver( epson dx4450)
I built an iscan rpm myself that only contains the GPL'd sane backend. It works quite well but only as root. It seems that this is an HAL problem. Is there a chance that newer Epson Models will be supported in sane in the foreseeable future?

The HAL rules which care for the correct permissions on a scanner device file are part of the package which provides the scanner driver. We need to check out the new version 1.0.20 of sane-backends (I'm in the process of packaging this) and if that doesn't cover your models follow up with upstream on that.
