Description of problem:
The process needed to granting any user the "Satellite Admin" role through
https://<host>/rhn/admin/multiorg/Users.do page is not at all clear. The circle
and tick mark images seem to be current status indicators as opposed items you
can take action on by clicking.. The lack of tips on where to click make things
worse on this page.

Steps to Reproduce:
1. Login to satellite as a satellite admin.
2. Click on Satellite Tools- > Users

Actual results:
Notice a list of users is presented with images under "Org Admin?" and
"Satellite Admin?" columns. It is not at all apparent that these images are
clickable to enable or disable satellite admin role... They seem to only
indicate the current status.
 

Expected results:

Would prefer a better design.. May be tips directing one to click on the images
to enable/disable satadmin status.. May be check boxes instead of images to show
that these items are selectable...  Would even prefer things like a simple text
link to stating "Click Here to Enable"

I think the page design we have right now works well. I do not agree we should re-visit this page in Satellite 5.3.0 time frame.
