Description of problem:
Today the CA's installation wizard shows ECC as a possible keysize even if there
is no ECC module present.  If there is no ECC module, the ECC options should
still be present, but should be grayed out.  

Also, if the module is not found, then the web page should explain that the
reason the ECC option is grayed out is that there is no module loaded.

1. Install CA
2. Go through web-based install wizard

Actual results:
ECC is always available, even if there is no ECC module loaded.
