Description of problem:
If I want to reinstall grub using "upgrade existing system" without changing any
packages, installer says that no kernel packages were found on the system and
grub won't be installed. But it is a lie. Of course I have kernel.

We only set up the bootloader config if we've installed a kernel.  Otherwise, we
don't have some of the things we depend on for our bootloader setup.
