Description of problem:
There is a clash of short-cuts within the "General" tab of the "Clock
Preference" dialog.

Version-Release number of selected component (if applicable):
2.22.1.2

How reproducible:
Every time

Steps to Reproduce:
1) Click the date time applet on the Gnome panel and wait for the clock applet
to open.
2) Click the "Edit" button.
3) Select the "General" tab.
4) Press the short-cut "Alt+h" to open the help file.
  
Actual results:
The focus switches between the "12 hour format" option and the "Help" button

Expected results:
If the short-cut assigned was unique the help dialog should be displayed.

I've fixed this upstream. We'll get that fix into rawhide with a newer panel
version at some point.
