This is actually a bug in policykit.  policykit should be storing this file in
one of the directories under /var/lib that it owns.

You can allow this for now.

# audit2allow -M mypol -l -i /var/log/audit/audit.log
# semodule -i mypol.pp


I can add this for now.  But it should be fixed in policykit.
