Description of problem: system-config-firewall when disabled does not stop the
iptables daemon.


Version-Release number of selected component (if applicable): fedora 9
system-config-firewall


How reproducible: 100%


Steps to Reproduce:
1. /etc/init.d/iptables start
2. open system-config-firewall
3. firewall shows as being disabled even thought it is running
  
Actual results: GUI does not stop the daemon.


Expected results: system-config-firewall should stop tghe iptables daemon when
set to be disabled.
