Description of problem:

There is no way to change the volume of an application that only plays sounds
for very short period of time.  e.g. Pidgin makes a sound each time an IM comes
in or goes out, but you can't change the volume of Pidgin in pavucontrol since
the sliders disappear from it too quickly when the sound finishes.

Steps to Reproduce:
1. open pavucontrol to the Playback tab
2. watch when any app plays a sound
3. the playback stream appears, then disappears too quickly to make use of the
sliders

pavucontrol now has a seperate slider for system sounds that always stays around. I think this is a much better solution than keeping all application sliders around for a timeout.
