Description of problem:
The "Group Tech" individual user group privilege grants Red Hat users only the
ability to edit a ticket's header. This includes the Summary, Customer
Reference, Product, Version, Type, Category, Status, Internal Status,
Resolution, Management Attention, Severity and Internal Priority fields. I
believe the name "Edit Header" makes a lot more sense as the name of this
ability, as it says what it really does.

Always

Steps to Reproduce:
1. Log in to IT as a Red Hat employee
2. Go to Groups > (group name) > Privileges
3. Observe the "Group Tech" privilege.
  
Actual results:
The name "Group Tech" isn't meaningful; it doesn't explain what the privilege does.

Expected results:
Obvious name that indicates what the privilege does (like "Edit Header").
