can openscenegraph be upgraded to 2.4 which was released in april this year please?

No.

OSG-2.4 was released too late for inclusion in FC9, but already is part of FC10.

Unfortunately OSG-2.4 is incompatible to OSG-2.3, such that upgrading FC9 to
OSG-2.4 at this point in time would break the distribution.
