No email notifications should be sent to the customer for any event including case status changes, *customer* comments and attachements, etc.

NOTE: When a customer closes a case, there is no need to send a notification email to Red Hat internal Issue Tracker users.

STILL MISSING: the text of the email templates for Pending Closure and Closed.

While looping through the list of users signed up for case notifications, added a check to see if event (comment, attachment) createdBy is equal to the user requesting notification. If equal, do not send email notification.
