Grant Shipley is the person we need to talk to. He will be consuming the web service. Need to find out if he is going to send us canonical_id of the user (username).

The service should require a valid login before it returns information about tickets. The login does not need to be the user who's tickets are requested. i.e.:

login user for service "customercenter"
user requested for ticket info "fmerenda"
