Description of problem:

The on-screen help for "semanage boolean" is inconsistent with the semanage man
page.

Steps to Reproduce:
1. man semanage
2. look at the man page
3. run "semanage boolean"
  
Actual results:

The semanage man page states:
"semanage boolean -{d|m} [--on|--off|-1|-0] -F boolean | boolean_file"

The help output from "semanage boolean":
"semanage boolean -{d|m} [-F]  boolean | boolean_file"

Expected results:

The same results for the man page and help text.
