patch to remove the sortorder1 section

Description of problem:

kbase sorting isn't really working as a deterrent as vendors haven't slowed their request rate for exceptions which means the net effect is an out of order HCL so perhaps we should drop it; which may have the side effect of making the kbase notes more visible and thusly more HCL readers more aware?
