fix nop timer checks

Description of problem:

If the nop timer wakes at the same time it was supposed to check for a timeout
we mistakenly think it timedout instead of us needing to check.

How reproducible:

Once out of all the testing done for 5.2.


Steps to Reproduce:
1. set nop timers on
2. run no IO
3. wait to see if a ping times out by accident.
