Description of problem:
I have reported this earlier. dont know why it wasnt applied.
the following is required to sign rpm packages (rpmbuild -ba spec.spec --sign)

	manage_dirs_pattern(gpg_t, gpg_agent_tmp_t, gpg_agent_tmp_t)
	manage_files_pattern(gpg_t, gpg_agent_tmp_t, gpg_agent_tmp_t)
	files_tmp_filetrans(gpg_t, gpg_agent_tmp_t, { dir file })

Fixed in selinux-policy-3.5.5-3
