Description of problem:
Visited a pupup test page (http://www.popuptest.com/popuptest1.html),in the notification bar , it shown 8 pup-up windows blocked,while clicking the Preference button on the notification bar,only 6 pup-up windows shown in the context menu

firefox-3.0.2-2.el4.i386

How reproducible:
Everytime

Steps to Reproduce:
1.launch firefox
2.Go to "Edit > Preferences ", then select the Content tab
3.tick the check-box for "Block pup-up window "
4.Go to http://www.popuptest.com/popuptest1.html.
5.Click the Preference button on the notification bar.
  
Actual results:
6 pup-up windows shown in the context menu.

Expected results:
all blocked pup-up windows should be listed there.

I actually I can reproduce this both on RHEL4 and on Rawhide (firefox-3.0.1-1.fc10.x86_64) -- I get six popups in both of them.

After step4, I have clicked the reload tool. it my faults. 
And in the source page, I found that the popup7 & popup8 windows are for the *onunload* event. So it's not a bug ?
