There are way too many ways of writing struts actions using RequestContext, StrutsDelegate and other helper classes.

I recommend we kill off StrutsDelegate. This is a bit of refactoring, as there are 155 references to StrutsDelegate in the code base.  But it really needs to be done.

This honestly will never happen, no need to keep this bug open.
