Thanks for your bug report. Packages for 2.2.3 are in the testing repositories and have been submitted as stable updates (Fedora 8: FEDORA-2008-7255, Fedora 9: FEDORA-2008-7379). These should hit the repositories very soon; but until then you can install them from the testing repository. ("yum --enablerepo=updates-testing-newkey upgrade glabels" as root.)
