Description of problem:
When I try to use linuxconf to start swat, no attempted changes work. I
can't start it and I can't set it to start automatically.

How reproducible:
Always

Steps to Reproduce:
1. run linuxconf
2. choose Control/Control service activity
3. try to start swat and/or try to switch from manual to automatic
	

Actual Results:  no change to the state of swat

Expected Results:  swat should have started and be set to automatic

Additional info:

there was no error message to indicate why swat did not start

Closing because we don't ship linuxconf anymore
