Description: 
dpatch is the tool used by debian for applying patches to their packages.

It is useful to have in fedora for applying and converting their patches.

Actually I realised that the patch I was looking at that lead to this submission was a darcs dpatch not a debian dpatch and as I recall debian dpatch's are just shell scripts to this package is probably pretty moot for fedora.
