Description of problem:
Currently, catalog just use "assigned to" field to provide the reviewers name for vendor to set needinfo flag's request person. But it is impossible to set the other reviewer as the needinfo flag's request person. It should be more smart. 

Catalog should change the "assigned to" field to the reviewer when she/he who is not "assigned to" but reviewer has asked a question to vendor and set the Dialog flag. Then, if vendor has answered this question and continue to ask another or follow-up question, vendor will set needinfo flag to the correct reviewer.
