Inconsistent usage of warning icons

This issue is two fold:
Systems -> All
Icon links to package updates. It shouldn't be a link.
Same icon (yellow warning !) links to errata.
To solve the latter, the text was changed to more accurately reflect the different types of updates and to allow more fine grained navigation to them.
Spoke with mizmo on how to best address this:

<jdob> ok, remove it entirely... what about on the details page, is the icon
<mizmo> remove it, and add the reference to the docs if possible

<mizmo> if errata and upgrades available, link to errata
<mizmo> if upgrades only available, link to upgrades
<jdob> and use the same verbiage for all three cases?

<mizmo> Updates Available (3 errata, _apply now_ and 8 upgrades, _apply now_)

<mizmo> that would be ideal
<jdob> i should have stopped at "ok, so remove the link"
