Bitstream Vera has long been deprecated in Fedora in favour of DejaVu, which is a community fork and extension of the Bitsream release. The majority of users will have DejaVu installed on system and pulling Vera in is a waste of resources. In compare with this package size, bitstream fonts are tiny. But, as they'll be gone in future, new release is referencing dejavu now.
