Description of problem:
The Gnome Weather Report applet may report an incorrect month for the "Last update".

The "Last update" date for the Berlin-Tempelhof station is "Fri, Jan 30 / 15:50", however directly accessing the Metar report shows that the date is "2008/10/30 23:50 UTC". The applet is incorrectly reporting the month as Jan, while the Metar report shows the month is Oct.

Steps to Reproduce:
1. Add the Weather Report applet to the Gnome panel.
2. Configure the location to be Berlin-Tempelhof.
3. Click the applet to display the "Current Conditions".
4. The "Last update" is reported to be "Fri, Jan 30 / 15:50".
5. Get the Metar report directly at this URL: http://weather.noaa.gov/cgi-bin/mgetmetar.pl?cccc=EDDI
6. The date/time is "2008/10/30 23:50 UTC".
 
Actual results:
Fri, Jan 30 / 15:50

Expected results:
2008/10/30 23:50 UTC in a suitable date/time format.

Additional info:

It would also be useful if the "Last update" date/time explicitly gave the year and the time zone. Weather geeks may assume the time zone is Zulu, when it appears to be local time. Inactive stations may have dates in the previous year. (Presumably, inactive stations will eventually be removed from Locations.xml, but, until then, it is important to give the user as much info as possible to avoid being misled.)
