Description of problem:
When I upload php.ini (44kb) in my configuration channel, I can not edit it within the browser: File is too large to Edit (files must be less than 128 KB to be editable). The file is only 44Kb large so it doesn't reach that limit

How reproducible: Uploading php.ini from rhel5


Steps to Reproduce:
1. have a channel where you want to upload php.ini to
2. upload it from your local server
3. try to edit it.
  
Actual results: Error message; configfile can only get downloaded, not edited


Expected results: editable within the browser

We have not addressed this specific bug in over 5 years years. This does not seem to have an active customer case with the bug report either. Closing out as wontfix to clear from backlog.
