I'm using a smartphone as a GPRS modem. When the device is plugged in, it shows in the nm-applet UI. BUT, it doesn't work if you select it until several seconds later. If you try to connect through it before that, nothing happens and you have to try again. So, it's giving you the option before NM is actually ready, and if you use it it silently fails. Works for me with 0.7.0-2.git20090207.fc9.x86_64 from F9 testing. I'm on Fedora 9 so can't test those F10 ones.
