SSM package filtering when installing new packages seems to be not working at all.

How reproducible:

Very

Steps to Reproduce:
1. Add systems to SSM.
2. SSM -> Packages -> Install -> (select channel)
3. Filter for any package, even something in the first page displayed.
  
Actual results:

The empty list below is filtered.
Clear filter to see all 1,738 items.

Additional info:

By changing the list size and using pagination you can actually find whatever package you're looking for.

We have not addressed this specific bug in over 5 years years. This does not seem to have an active customer case with the bug report either. Closing out as wontfix to clear from backlog.
