Description of problem:
API overview description for errata says "$handler.desc"

How reproducible:
Go to https://sat-url/rpc/api and click on errata. 
  
Actual results:
$handler.desc  as the API overview

Expected results:
Provides methods to create and manage errata (or something appropriate)

With Satellite-5.3.0-RHEL5-re20090730.0 install, the page
