Description of problem:
If a user clicks the "About" navigation tab before he signs in, he will be directed to the appropriate documentation page; however, the navigation tabs at the top will read:

"Install" "Sign In" "About Spacewalk"

Clicking the "Install" link sends the user to a permission denied page.

Steps to Reproduce:
1. Visit a Satellite that you haven't logged into
2. Click the 'About' navigation tab
  
Actual results:
As above

Expected results:
Tabs that read "Sign In" and "About"

We have not addressed this specific bug in over 5 years years. This does not seem to have an active customer case with the bug report either. Closing out as wontfix to clear from backlog.
