Again the plan is to utilize the BZ3 code adding just the hooks to support the hwcert specific items.

This case is to replace the whiteboard remapping with a new vendor/make/model/etc. db, code, and template support.

This will replace the close/duplicate clone model and needs to separate the name listing from the Bugzilla hwcert processing workflow.

This will also need to include a migration script.
